Powering Data-Driven Travel Decisions

The RM3P Data-Exchange Platform (DEP) is the essential data hub that enables all other RM3P program elements.

The Foundation of Multi-Modal Mobility

DEP ties all RM3P elements together, providing the data they need to function properly.

Artificial Intelligence-Based
Decision Support System

This program element promotes coordinated responses to travel disruptions for traffic management center operators

Dynamic
Incentivization

This program element incentivizes travel choices for Virginia travelers based on real-time travel conditions

Commuter Parking
Information Services

This program element encourages the use of commuter parking lots by making it easy to know when space is available

More Than a Data Lake

DEP serves as VDOT’s regional repository for storing, sharing, and exchanging data for multi-modal operations. Through active curation, VDOT ensures that DEP is stocked with high-value transportation data–constantly evaluating potential use cases and expanding DEP data offerings when compelling opportunities arise. It’s not simply about putting data in a common location, but prioritizing the data feeds that provide maximum benefit to our region.

Benefits of DEP

Consistent data from a consistent place

RM3P program elements integrate with one single platform, which simplifies application design and maintenance. Data is provided in industry-standard formats through reliable API interfaces. This brings stability and efficiency to RM3P activities.

01

Access to unique data sources

Some data sources are not open to users outside of DEP or do not have the capability and willingness to share data with multiple users (e.g., Transurban events and WMATA parking occupancy).

02

Supports VDOT’s custom data needs

DEP has been custom-tailored to meet VDOT’s specific needs and enable RM3P solution development. It also allows multi-agency data to be shared quickly and easily.

03

Reduces the burden of sharing data

Data inquiries and user support requests are handled by the DEP support team. Users can contact a single support line, instead of chasing down issues directly with multiple data owners. And data owners coordinate issues with a single support line.

04

Simple API data access

DEP offers a straightforward tool for querying data for offline analysis. Using well-documented API endpoints, users can easily pull the data they need into the tools they want.

05

Streamlines user permission management

Each DEP user account has a detailed profile that only shows users the data they are authorized to access. This allows us to support additional data approvals and user permission stipulations that data owners may require of non-open data sources.

06

Flexible options to retrieve historical data

DEP allows users to query historical data in multiple ways: via our API, by downloading large datasets through RITIS, or by requesting mega downloads from DEP support.

07

Added value

DEP offers added value to its users, such as INRIX XD conflation data, which allows users to easily use data that would otherwise require them to spend their own resources on conflation.

08

DEP Usage Continues to Grow

Active data requests through DEP have grown over time. DEP serviced over 11 million data requests in 2025, with clear and sustained growth since July 2025. This growth is expected to continue as more use cases and applications come online and enter widespread use.
